That’s more than a “common rule”. It is the official, exact definition
of the International Inch. But before 1959, the official definition of
the US Inch was 39.37 inches to 1 meter. (I believe the Imperial Inch
was still based on a prototype.) But in some US states, surveyors pushed
through a regulation allowing them to continue with the old US Inch,
renamed the “Survey Inch”. In 2020, the Feds finally managed to quash
it, so at least everybody is supposed to agree on what an inch is.
