O.K., up to now I had thought, in Classic Who times and even early New
Who, that it was thought that Gualifrey wasn't wiped out until AFTER
Doctor8, but sometime post Doctor7 and before Doctor9, i.e. during The
War Doctors ERA!!

but, in reading the archives, I came across a post with this sig file ....

The Time Lords were not wiped out in the 1996 TV Movie... well,
the Seventh Doctor got wiped out, but the TVM still featured the
Master so any wiping out of the Time Lords was done after the
TVM as far as TV 'canon' goes, and before "Rose" in 2005. (The
books, audios and comics are a different matter...)

But clearly Chris Whitehead was indeed a Time Lord, had a
TARDIS, and travelled back from the future with his knowledge,
which he bestowed on to those lucky readers of RADW in 1991.

I mean, how how else could he know?!
