Interestingly, the radial velocity of the example Proxima Centauri (that is, affecting its distance from the Earth) is given as about 22.345 km/sec.
See, for example:
https://www.aanda.org/articles/aa/full_html/2017/02/aa29930-16/aa29930-16.html

That's about 0.007% of the speed of light. This is swamped by the 0.27% difference in the light leap year, and, in absolute terms, is just past the fourth decimal place, but, next year, when we change the data again, it may be worthwhile to not just reconvert the number, but remeasure to get a new number!

Barnard's runaway star has an even greater value, 110 km/sec, possibly justifying changing its distance value twice every four years.
https://www.britannica.com/place/Barnards-star

I expect further stars would have to have ever greater speeds to keep their distance change a noticeable percentage of their distance. (whereas the change by adding an extra light day to the light year remains constant.) So these are probably the most famous star names that would show such differences.

Messing with us? I don't think Randall was trying to fool anyone into
thinking that light years changed in length depending on the length of
the current year. This was a joke; the cartoon was intended to make
people laugh!
