It's hard t see how she could have checked the bullets were dummies, had ensured they were dummies, unless she is going down the nutjob conspiracy path that someone swapped a dummy for a live bullet after she handed the gun to Baldwin.

I never heard of anyone checking to see if there were any other live
bullets on the set or if that was the only one.

I'm not sure how they make dummy bullets, but if they take live bullets
and disarm them then there must be an inherent risk that a live bullet
will get through the process.

Dummy bullets aren't without risk either.

Dummy rounds are inert, no charge whatsoever. They are used in the
military to check weapons function, training or display.

Blank rounds may contain a small explosive charge to create a pop and/or
smoke, using blank hand grenades is common in basic training.

Both are designed with features to visually set them apart from live
rounds, usually by painting them orange, blue or red ,, Some others are
crimped to make it even more obvious.

On a movie set where realism is necessary, a painted round would not do,
as they may be seen in the front of a revolver. Not sure what their
process is for visual clues but it appears likely the bullet that
Baldwin murdered the stage hand with was [intended to be] a blank. I
suspect this being such a low budget production combined with hastily
hired non union stage hands with a careless, reckless egomaniac on the
trigger were the main causes of failure to detect a live round.
