Out of some 200 schools and 13 is an improvement over the 23 who reportedly failed last time.

It's a problem across Maryland, not just Baltimore, a problem across America for that matter. Ir's been a problem for decades that American students are far less proficient than students in other countries, in maths and other subjects.

Proficiency is said to be at an all time low in the Shithole States of America.
But never let facts stand in the way of a propaganda opportunity.
