In the met report sheet of the Shambles light ship anchored on station
(presumably very uncomfortably) south of Portland Bill of the night of
26 Nov 1924
"heavy gale from SE to S with force 9 to 11"
does that mean sustained wind varying between F9 and F11 ?
sustained wind increasing F9 to F11?
or sustained F9 gusting to F11?

They would likely have made their assessment based on sea conditions (that's where the Beaufort scale originated) rather than measuring the speed of the wind.

A local ex-sea-going oceanographer/metman near me hates the reference to
Beaufort scale speeds for gusts on this local Southampton docks site

as being unprofessional. So I assumed it was the same for Trinity
Nouse/MetO bods a hundered years ago. Beaufort scales only used for
sustained wind, whether by instrument or Mk1 eyeball assessments
