In 1983/4 the University of York only provided hard lavatory paper on
campus, so the students set up a "Soft Soc" dedicated to the bulk
purchase of soft tissue.

I don't think even Guests of His Majesty have to use hard paper now.

I once went of a industry awareness course for a week run by the army.

The food was lot of army rations. All my shits during this time were
decidedly firm to hard and came out clean without leaving to much
residue. There is possibly something in army (combat) rations that
reduce the need for a shit and possibly make them more dense. I can well
believe that under these circumstances one sheet of bog paper may be
enough.

On a more varied diet with lots of fresh fruit sometimes a whole roll is
not enough :) :) :)
