Beyond Israeli media sources making this claim there is no evidence of it having happened -

It appears to be Israeli anti-Houthi propaganda.

The biggest outage has been in the US where the entire AT&T network went down for over 8 hours last Thursday.

Gaza is down because of Israel's collective punishment and Sudan is down because of damage caused by military action.
