Based on a story of my own life I posted here recently I realise that
Lee's big step for the 20000th episode should be to propose a) to marry
Helen and b) to adopt Henry and Jack which would sever Rob's parental
relationship.

Yes, an adoption would cut all rights Rob would have to the boys. The
downside is that he would have the chance to contest it in a family
court hearing.
