Ukrainian citizen Zakhar Prelepin, a senior police official in a "separatist" government supported by the Kremlin in Ukraine's eastern Luhansk region, was also targeted.

Another senior police official in the Luhansk region working with Russia, Igor Kornet, also survived an explosion which hit a barber shop in May 2023.
