Updated an old Mac Mini to Catalina (from High Sierra, using OCLP) a few
months ago, and disabled SIPS as part of the process.

I've tried a couple of times to re-enable it but I can't get into Recovery
Mode using Cmd-R at switch-on. The Mini just goes to a blank white screen and
sits there. Or it ignores Cmd-R and boots as normal. Can't get into safe mode
either. I've run Firrst Aid and no problems detected.

I suppose I could revert to the old OS if that's causing it - any other
suggestions?

When using OCLP you need to use the Option at startup, then hold down a
button (IIRC it’s spacebar, I think), and it then reveals the recovery
drive, which you can then choose to boot into.

Just check on the FAQs.

However, OCLP handles the SIP stuff itself, if you mess with it, you could
make it completely unbootable. It doesn’t actually completely disable SIP,
only parts of it as it needs. MacOS and certain utilities simply record it
as disabled.
