Nobody's talking about government interception of calls, the termination
charges are related to the the commercial handover of calls between
providers, no?

The original OP suggested that "BT" intercept calls that meet certain
criteria so they don't get through.

To achieve the stated aim would require all CSPs to partake. To make
that happen would require legislation. Now it could be secondary but
that still requires time.
