iPad Air 2 : model A1567 : iPadOS 15.8

Trying to select all photos in Library. Only option appears to be tap
and swipe down - takes forever when there are several thousand photos.
Is there a simple "Select All" function?

Also, is there a setting so all the pictures in a slideshow are full
screen, rather than randomly a half plus two quarters?

I managed to select all on my iPad using these instructions - you will need
to scroll down a bit though. It was somewhat fiddly and took me several
goes.

Put them into an album first. Then when you click ‘select’, it changes to
‘select all’. However, for a slideshow, you don’t need ‘select all’ then,
it’ll play whatever is in the album.

I have 60,000 in my library, I wouldn’t want to accidentally select all. I
have them organised into folders and albums.

Once you select slideshow, there should be an ‘options’ button. In there
select a new theme (sounds like you have ‘origami’ set). Try the others to
see what works for you - I use ‘push’

I would never have thought to choose "Theme" to control "Layout".
Should I learn American? Or is this a special language called "Apple"?
