I realised on Friday that incoming messages were no longer turning up on
laptop, just on phone, and that I can no longer send messages from laptop.

Seems to be a bit of a thing out there

that I have tried so far has cured this, incluing nuking the message
database and letting it rebuild (which then brings in the missing
messages up to that point but still does not work going forward).

Anyone else know how to tickle things correctly?

And another oddity, Apple Pay on laptop also no longer finds my iPhone -
this is almost certainly related...

I had the same thing but in reverse last week. Never did find out the cause
but after a while everything went back to normal.

Did you already log out and log in to iCloud again?

Before you do that restart your Mac.

Have you had a hardware (motherboard) repair recently? That can
definitely unsettle things if the repairer has forgotten to reset serial
numbers etc on the new board. Apple repair screwed that up with me once.

No.

No joy whatever I tried up until today, but after disabling and enabling
Handoff on each device and appling the updates to Sonoma 14.3 and iOS
17.3 this morning everything seems to have sorted itself out now. Not
sure which bit of that voodoo did the trick.
