Naive user could not find how to print an email.

Showed her that the arrow in the bottom RH corner brings up a long list
of options, and scrolling down finds "Print" near the bottom.

BUT - I cannot see how to re-order these randomly ordered options to
show print near the top. Is this possible?

Better would be to add "Print" to the toolbar at the top - alongside
"trash" and "reply".

There is a "customise toolbar" facility but I can't see how to add
"print" to it.

Any help gratefully received.

Which email app and OS version?

For me, on Ventura with the default Mail.app, there is no arrow in the
bottom right hand corner but there is a print icon in the title bar when
an email is opened in its own window.

And cmd-P works as always.

Did you check the header?

With iPadOS it's hidden in what looks like a 'Reply' arrow on the bottom
right of the message window.

Seems that the layout as described by Graham is what you get, I can't
see anyway to rearrange it either.

If the user had an external (Bluetooth?) keyboard attached, cmd-P should
work surely? But then the user might not wish to purchase never mind use an
external keyboard!

The user also has a much earlier iPad, running iPadOS 12.5.7 which has
been pensioned off because its Safari won't display most modern websites.

She finds this old iPad much easier to use, and I don't think it's
simply familiarity. Her view is that the more modern machine has been
made more complicated - unnecessarily so!

Surely the "modern" way would be to turn the camera on and point the
iPad around the room, whereupon it uses image recognition to identify
the printer and allows the user to "flick" the window to be printed
towards the printer.

Actually CMD-P works fine in iPadOS. Brings up the print window with all the
options - copies, paper size, orientation, selected printer, etc. Assuming you
have a keyboard attached.

OK, I hadn't actually tried it, I just activated my MacBook keyboard
onto the iPad, and held the Command button, which shows the keypresses
available. Command-P isn't there.
