Sorry for this being slightly OT, but you're a very knowledgeable lot
about all things Apple.

I've regularly faced an issue with using my iPad via a hotspot from my
iphone (both fully up to date). I regularly take handwritten notes in
the Notes app which are synced via iCloud, but whenever I try to use my
hotspot it regularly disables itself, but seemingly my notes still work
fine. However, when I go back to my notes later or the next day they are
blank save for any typed content.

Problem is I don't know whether this is a Notes issue or icloud or
hotspotting.

How do I go about reporting this as it is consistent and destructive?

Do you have the Feedback Assistant app on your iPad or Mac? That's the
way.

I can't recall if it's normal to have or if you need to join the beta
release cycle to get it. https://beta.apple.com/

No. A search takes me to feedbackassistant.apple.com but the page is
completely blank both in Firefox and Safari. Odd?

On Safari 15.6.1 (Catalina) 'feedbackassistant.apple.com' starts with a
blank page then redirects, asking for my Apple ID. That then directs me
to the actual feedback page.

I can get to the Apple ID, but after I login it's blank. Both on the mac
and ipad.

No problem here also with the latest Safari on Sonoma plus iOS and iPadOS.

Weird? Also on fully up-to-date Sonoma, here.

Tried private mode as well with or without reader view and there is no
content on the page. Show content in a Firefox window show only some
javascript code.

This is a managed mac - if that makes a difference - but the iPad isn't.
