The current commercial deals have an incentive to protect data, as if
they are insecure or unreliable, they lose income.

Note that all the encryption keys, decryption and processing of
decrypted data are strictly local to the user's system. They are not in the
cloud only the encrypted blocks are in the cloud. The list of providers
used to build the filesystem can be kept local too. Provided the encryption
is strong it would be necessary to hack the user's machine or the local VM
providing the ZFS pool - which should run read-only from a signed image.
The signing system should to be offline.

It wouldn't be easy, bulk breaches would be very hard - but yes once
someone finds a way in it all falls apart. It needs an inbuilt active
defence system to detect and contain breaches - thank you that's tricky but
essentially it should disconnect compromised nodes from the VPNs and rebuild
the data redundancy from clean nodes.

Yes they even have people who can tell them exactly how much
liability they're carrying and how much to spend on protecting it.
