Yes and pretty much the entire of the rest of the alphabet is
equally well represented. For example why N for November but not V for
Vacancies or the initial letters of the cities on the signpost or W for
watermarks in the sky or ...

I think the cities are a red herring, just GCHQ sections. I thought maybe
