Anyone who falls into the camp "people with older and more basic phones"
is unlikely to be using internet access for various reasons - ability,
interest, cost and compatibility. They will be most likely be speaking
and texting.

Basic 4G compatible Dumb-Phones are cheap, but user re-education
seemingly is not.

Why don't they just use 2G?

I only know that some cellular network USB/PCCard/PCMCIA modems only
support 3G, but most phones should support 2G and 3G.

Indeed, and they dropped back to 2.5g (GPRS or EDGE) when no 3G coverage, except of course Three. I had a work Blackberry (8900) in 2008 and it did not have 3G, not much use for surfing, but email etc. worked just fine, albeit taking a minute or two to receive a large one.

It does not say that it is unlocked, and was locked but since April they are unlocked.

Apparently only uses 4G for calls: -
