The fibre terminations are installed on the local poles, and have been for
well over a year.
FTTP is still not being offered from the local exchange.

However neighbour across the road already has FTTP and has done for some
time.
I suspect that it is a business line.

It has been suggested that the Broadband equipment is up and running in
the exchange but the associated voice connection has yet to be installed.
Does this sound reasonable?

Open Reach web site says that installation will start in the local
exchange over the next 12 months.

I'm currently baffled as to why they would install only part of the
infrastructure, and also why an assumed business line works.

I'm keen to match this against my current VM service over cable.
Perhaps they may be more amenable on their pricing with a direct
competitor available.

The FTTP isn't likely to involve the local exchange, but a "district"
exchange

if the business is using a point to point fibre, that'll be different
kit and very expensive, but if the business is using GPON fibre, I can't
see they'd have separate kit fir business vs domestic

the voice kit need not even be in the same district exchange that the
fibre headend kit exists at, I'd expect just a few regional or national
exchanges to handle the voice.

It is not quite 'across the road', but residential premises slightly
further from the fibre cabinet than I am have FTTP, but it is not available
to me. I suspect that the 60Mbps the Ofcom coverage checker claims I could
get is deemed sufficient, but 40Mbps is not.

It may be FTTP on Demand, where the customer pays the full installation
costs (thousands) to connect them from the local FTTC cabinet.

That's essentially a 'hack' to run fibre sooner, and a blanket FTTP install
would involve more substantial infrastructure to wire everyone.

There is also the case where there's a new development with at least 2 new
properties and OR will run fibre rather than copper. eg a house converted
into flats might count as 'new'. For infill development sites you sometimes
see poled fibre going just to that site, while the rest of the street is
still copper.

No - for FTTP there is no voice connection, it's only VOIP.
(and FTTP may use the ducting at your FTTC cabinet, but doesn't use your
local exchange)

If somebody is willing to pay the full cost, they can get FTTP. It doesn't
mean everyone else can piggyback on their install.

(Were an entire street to ask for an FTTPoD quote at the same time, maybe.
But it would still be a lot more than the general OR buildout)

Worth a try. Although, given the massive assymmetry of the Virgin coax
network, I'd just go with any FTTP connection that was available to me.

OK but really leads me to the availability checker which says installing
starts in next 12 months.

I think that form is for someone who can see the street cabled up but
hasn't been offered.

Could be wrong, of course.
