Does anybody know how (or why) the people we used to call "Tenants" have
now turned in to "Renters" ?

(apart from the possibility that some tenants dont actually pay any rent)

They are all tenants who are supposed to pay rent, but the ones with a
tenancy who don't pay the rent are not renters.

The idea of the "no fault" constraint on serving eviction notices
protects the renters but not all the tenants.

It is rather convoluted logic but it does sort of make sense.
