There was Tweet earlier from someone claiming that he was responsible
for the Leeds area having poor rail and tram networks because he
cancelled and transferred the money elsewhere (presumably where Labour
needed the votes).

I don't know, just quoting a claim.

Yes, that's my recollection. I'm not sure that there were any actual funds
to transfer, just that he blocked the spending on the proposed Leeds tram.
But he didn't try to block the Edinburgh tram.
