The comments show that most members of the public still don't understand
how the railway is run. The article is also misleading:

"Greater Anglia, which has a team of ticket inspectors and enforcement
officers at the airport, has declined to reveal how much money it makes
from the penalty fares, but figures from 2019 show that 16,000 travellers —
40 a day — were fined on the route. The company keeps the money raised from
the penalty fares."
