The PC should not be operating at "max power" anyway,
when you start it.

Your video card, you will need to be gaming, for the
power consumption to rise.

The most stressful time for the supply, at present,
is when you "switch on" the switch on the back of the
ATX unit. Inrush could be 40 amperes, while the main capacitor
charges. The value of the inrush, is a characteristic of the
supply -- even if no motherboard was connected, there would
still be a short "blink of the lights" when the supply is
turned on.

My Zen3 idles at 42 watts from mains. But then, I don't have a
Dream PC either. Just a 5600G. To draw max power, I would
need to run Prime95 and Furmark at the same time. On the Test Machine,
the older PC, that power is 400W. My Zen3 can't even come close
to that. Maybe 200W max. It may be a few days, before your
build is mature enough to take it to max power for a thermals test.
By then, your fans will be hooked up and so on, and the side
cover closed on the PC (to define the airflow via fans).
