I seem to remember disabling Store in Win10, I have since done the
upgrade to Win11 and would like to now be able to use Store, except
nothing I have tried gets it to work. I've tried reinstalling, Reset,
Repair, absolutely every fix I could find online. It appears as an app,
but if I click on it - it just flashes on screen briefly, then disappears.

A further issue is Windows Security, in the bottom RH corner of the
screen - it shows a yellow warning triangle. Hovering over it, it .
shows 'Action Recommended'. Clicking on it, like Store, it just flashes
a box up briefly.

Likewise, Notepad. It just shows the loading, and nothing shows up. I've
tried uninstalling and reinstalling.

I hope you have a backup stashed away.

The thing about unstable soil, is there can be a
landslide and a mess, while you are trying to fix stuff.
Not all fix attempts end well. Sometimes, things end up
broken worse, from the repair attempts.

Note that, since Patch Tuesday this month, some items
in Windows have been behaving strangely. But your trouble
likely started before Patch Tuesday. If the trouble only
started since Patch Tuesday materials were installed, my
assumption right now, is some changes have been made to some
security controls. My security settings have been changed,
and I can no longer (temporarily) disable "Real Time Protection" in Windows
Defender. The toggle button just slides back to active.

You can get some idea of the leverage available to you,
in an article like this. In the past, "wsreset.exe" was
used for mere MSStore issues. If every Metro App is
malfunctioning, then whatever the Store uses for signing
checks, or some service, must be toast.

If you do Start : Run : Control , there should be
a Troubleshooting item, and there is an item for "Windows Store Apps".
This is likely to download and install them again. But
this is also part of normal operation of the computer
(refreshing stuff goes on in parallel with Windows Update
activity), so your materials have likely been refreshed
in the past too. This operation is not likely to fix anything.

The thing about Upgrade/Repair Install, is it does not absolutely
level the Registry. Lots of Registry info, mis-configured stuff,
may be preserved as a "convenience" for the user. The user
would be pissed, for example, if some advertising got turned
on again. You can expect an Upgrade install, to freshen System32 files,
maybe some drivers, refresh Store Apps by downloading new copies,
but anything configured in the Registry, might not get fixed.

can get any sort of error number at all, that would help.

Camera app is also affected...

eventvwr > System, shows up errors perfectly matching each time any none
working app is called. The Source 'DistributedCOM' Event ID 10010, when
ever Store or camera clicked upon, though not for Notepad.

Does that provide any clues?

Bravo, Paul! It doesn't get said enough: We're really lucky to have
you, and your unselfish help.

In earlier days, I might have let myself in for the sort of problem
the OP reported. With Windows up through 8.1 I used to spend a lot of
time disabling everything that I didn't think was absolutely
necessary.

With Win 10 and 11, I've decided the path of least resistance is
never to disable Microsoft services or uninstall anything Microsoft.

I'll make registry edits to set preferences that should be in the GUI
but aren't, but that's as far as I'll go.

That's basically a pointer to the "server" which is whining about this.

Normally, Function Discovery Resource Publication service is already running.
Both of the services beginning with the word "Function" should be running.
The FDRP does stuff like NetBIOS as far as I know, and helps with file sharing
(lists machine names, knows the IP address). But other services may also register
using the information it provides (printers maybe).

I've rebooted my machine (yet again), and one of my symptoms has gone away.

I never consciously made that decision, but thinking about it, I've
also never disabled Microsoft services or uninstalled anything
Microsoft.

Bite the bullet, wipe the drive/partition & re-install Windows.
You will spend more time & effort on trying to correct problems than you
will on installing Windows on a blank drive.
Make sure you have all your passwords, log on details & possibly
programme installers before you start.

In Services.msc , is "Windows Defender Firewall" running ?

It's possible a third-party AV could interfere in some way with that.

which can gate the Windows Store running.

You already got some error message to work on/with, so this may not
give additional information, but just to be sure:

If the 'Snipping Tool' still works [1], you can use that to make a
video recording of the flasing screen/box and see if that gives any
additional information.

I used the 'Snipping Tool' to catch a short popup error from File
History. That was very handy.

[1] In Windows 11, Snipping Tool' is an 'app' (not a normal Windows
program (which lives in C:\Program Files)), so since the Microsoft Store
app and the Windows Security part of the Settings app are not working,
maybe the Snipping Tool app isn't either.

With a Repair install.

When I originally tried the Win10 to Win11 upgrade, it complained 'we
couldn't update the system partition'. I some how managed to wangle it
to install, cannot remember how now.

Trying the Repair today, it reported the same problem. I tried to expand
the EFI partition, but between it, and space I could make by shrinking
the main partition, was my M2 SSD drive - so that didn't work.

I then came across a suggestion to delete the Fonts folder, on the EFI
partition, then the Repair install went ahead.

All the faulty Microsoft items are now fully working, including Store.

the button could now be moved properly. I don't know what was
in-flight under the hood, and do not have a backup or rollback
to test with. It was just acting very weird, and I'd already
done my Patch Tuesday ceremonies.

There were reports, not recent, low incident and somewhat obscure, iirc
during internal testing of Win11 that suspected drivers(outdated or
incompatible) and image corruption for Real Time protection toggle being
protected from being turned off. Those incidents were primarily in both
VM's and non-VM installs with un-released Insider Builds. For the
latter, image corruption was repairable by the usual route(DISM).

Yes, images created prior to installing the May 2023 Update on Windows
11(10) 22H2, 21H2 need to be updated.

Which partition?
The general rule when backing up Win11/Win10 on UEFI systems with GPT
created partitions:
- Image should contain the Four(4) GPT partitions(System[aka EFI],
MSR, Windows, Recovery)

All my devices(Win11 Pro 22H2 and Win10 Pro 22H2) use Macrium Reflect
and Acronis 2020(perpetual) for image creation.
e.g. when loading Macrium on a UEFI GPT device, all 4 of the partitions
are shown in the Macrium UI - thus I image all four(4).

The reason for all 4, especially for this specific case, is once the
revocations are in-place(3rd phase/stage) the final impact will affect
3 partitions(System(EFI), Windows, and Recovery)
- At this time, only the System and Windows is affected

I backed up the three non-C: partitions (System, MSR and Recovery)
only once, under the assumption they wouldn't change over time.

Apparently that assumption was wrong, so I will back them up again and
at the next Full image backup, I will backup all four and keep it that
way.

BTW, my 'Recovery' partition - partition 4, the last one - has no
label (like 'Recovery'). Is that normal? (Partition 1 has label 'SYSTEM'
(uppercase), partition 2 has no label because it's 'Unformatted' and
Partition 3 has label 'Windows'.)
