of this guy's article on how to create an
offline account at installation will work
with 22H2's ISO?

Yes it works. I just verified for you. You need to disable fast startup
first. You invented that trick so it works. Remember fast startup needs
to be disabled.

I had a new W11 install yesterday at a customer site.
I am most gratified and a bit thrilled to feedback
that a@a.com and any old password worked perfectly.
