1) Windows+R
2) Type in control international, then Enter
3) Click Administrative
4) Click Change system locale
5) Change your locale to something more appropriate, in my case English
(Canada)

So far, so good.

If you have multiple languages, I expect that just
selects the primary one, as your C Locale.
