I've never used the Sticky Notes on Windows, just on Linux once :-)

For Windows 10 1607 or later:

C:\Users\username\AppData\Local\Packages\Microsoft.MicrosoftStickyNotes_8wekyb3d8bbwe\LocalState\
plum.sqlite

Tip: For Windows 10, the Sticky Notes file extension is plum.sqlite.
For Windows 8/8.1/7, the file extension is StickyNotes.snt.

Way 2: Sync Your Sticky Notes to the Cloud

Launch Sticky Notes, log in to MSA, then open The Sticky Notes Settings wheel.

Scroll down to find "Sync now" button and click it.

That will upload plum.sqlite to your cloud account.
Then it can be synchronized to another machine.
