Ribbon? Do you mean the Taskbar? No.
With Win10 it was possible.
With Win11 out of the box it is not possible. Maybe MS changes this in
the future...

Change the TaskBar setting to "drop out of sight" when not being
used. Since the modern TaskBar is a pig and won't support custom
half-height anyway, this is a decent savings on vertical space.

I used to have my TaskBar set to half-height in W11, which was just enough
so my Virtual Machine screen would fit. But they took that away.

The TaskBar dropping out of sight, was an Apple invention, which
Microsoft copied. My G4 quad nostril machine used to do that.

The Ribbon can be minimized by a double-click. That means it won't
be as useful, but it won't take as much vertical space. There's probably
a toggle from the keyboard for that (as you need to be able
to do the command twice, to toggle through both states).

Some monitors rotate and they signal their rotation to the computer,
such that the NVidia driver knows the display should be rotated to
suit. By changing the monitor to 9:16 from 16:9, you can get
vertical space that way. This might have helped in situations
where single-page-display just wasn't large enough. But generally,
not worth the trouble. Placing two 9:16 side by side, makes a
kinda square workspace. The cooling vents on a monitor, are not
optimally placed for operation that way.

There is one monitor which is 16:18. South Koreans like their square
screens, and if they export one of their "homey monitors", it's a miracle,
as the marketing folks know that no other country is quite like that.
They also like a "pencil tray" on their equipment. I have no place
to store my pencils here. All I have is a nerd-pack.

That's about as close as you'd get to the 4:3 screen days.

A 16:10 monitor might have been better than a 16:9 monitor,
but their period of popularity has pretty well passed. (The users like
them, the manufacturers, not so much.)

Now we have silly stuff like 32:9 (super-wide) and 57" diagonal, which
is perfectly useless unless you design aircraft carriers for a living :-)

The 16:10 ones were generally 1920x1200 and could be driven (minimum)
by a dual lane DVI-D connector. The other connector standards could
easily drive something like that.

Asus ProArt monitors are 16:10. Just got one a month or two ago.

$189-$199 at Micro Center and Amazon.

Pencils and similar can be stored in a PET-plastic conical receptacle
of suitable size. The conical shape splays them out for easy
selection, and the transparent plastic makes the contents visible.
Glass is better because it's heavier and even more transparent.

My old monitor ( an old Benq) no longer showed some fine detail, like
the roads on Google maps. I lashed out for an AOC 31.5" 2560x1440
HDMI etc.

I'm not an "Insider" but I've seen them discussing the option (probably
on Reddit) though apparently the only choices were top/bottom, not
left/right ...

The interface in the Settings is different in W11, from this.

In W11, top and bottom was allowed for a while, then 22H2 removed it,
and it stays on the bottom, and can be centered or left justified while
on the bottom. That may also have been around the time my half-height
taskbar disappeared.

To add back "top and bottom" again, like 21H2 offered (with whatever amount
of effort), would not be much of an advancement. It would be an about-face,
and you know Microsoft does not do those well.
