Open Outlook
Scroll/Touch down to the bottom of the folder pane to the Navigation
Options(Icons or Text showing shortcuts for Mail, Calendar, People,
Folders, Tasks, Notes, Shortcuts))
Click on the People icon to change to People(Contact) view
Mouse/Touch up to the Ribbon's Current View
Click on Business Card

If the People icon is not present below the folder pane in the
Navigation shortcuts, click on the three dots in the Navigation section,
select Navigation options, and use the Move Up' option move the People
item in the Display order.

Add Ins that may hold a clue....

.....but I can't find the business cards on this new Outlook which is a
pity because these held info in a concise manner.

That info was for Outlook in Microsoft 365.
I'm using Microsoft 365 that has Outlook, Word, Excel, Powerpoint,
Access and Publisher.
Add-ins have nothing to do with the Contacts Business card view.

Business Card view is an option in the People UI Home tab and found on
the Ribbon under Current View of which there are 5 options(People,
Business Card, Card, Phone, List.

What version and edition of Microsft 365 are you using?
- Family, Personal, Business, Enterprise or Edition
Here's a small snapshot on each.
a. Family or Personal are annual subscription $100(1-6 users) or $70 per
year/single user, you purchase with any email address that is a
Microsoft Account)

b. Business comes in 4 flavors(Business Basic, Standard, Premium, Apps
for Business(they all have Outlook are range from $6 -$20 per month per
user)- a Business normally buys the license, you need a work or school
email address to use. ***Consumers should not buy this version or the
following versions(c, d, below)

c. Enterprise comes in 3 flavors, E3, E5, F3 ranging from $8 to $57 per
user per month) - contact your admin, they pay the cost and provide you
by admin controls use of the product, you use a work email address

d. Education - comes in 3 flavors A1, A3, A5 - contact your education
provider(they pay the price and use admin controls to provide you the
product for your school email address

i.e. if a consumer and yours is not provided by your business or school,
you should be using Microsoft 365 Family or Personal
Optionally you could be using Office Home and Student and Office Home
and Business(but those are not Microsoft 365, they are version 2021 or
earlier e.g. 2019 editions)

What are you using...if M365 with Outlook, those instructions are accurate.
