Only if you assume that the relative levels of the ocean floor and the
land surfaces of the continents don't change.

Since the world is already mostly covered by water, if the ocean floor
suddenly moved upwards, and the continents moved downwards, it doesn't
seem to me that there would be much of a problem in flooding the small
part of the Earth that is above water.

What would cause the ocean floor to do such a thing ??

You still would need to raise the sea level by 29,000 feet {biblical times} to
cover Everest {in biblical times}.
