I use Windscribe as a provider. It's 10 Gb/month free and $50/year unlimited.

For a program, Windscribe 1.80 runs fine on XP and is super user-friendly:

(the download is no longer on windscribe's own web page)

But once you have your user/password, you can stop using Windscribe
interface and just download and configure OpenVPN. Version 2.3.18 is
the last one that installs on XP:

The OpenVPN config generator for a whole bunch of servers around the world
is available with Winscribe paid subscription: https://windscribe.com/getconfig/openvpn
Essentially, it generates OpenVPN config file into which you need to manually insert
credentials.
