Fully intentional to protect the battery. It is called "optimized
charging".

It surprises me that you ask as regular in this group. This is already a
mature feature of Apple devices and was discussed here quite a few times.

Even after 7 hrs.? It always was at 100% before 7 AM PDT.

Turn off optimized charging and restart the iPhone. Then activate
optimized charging again.
