Washington officials fined CenturyLink more than $1.3 million for a
two-day, statewide 911 outage.

The Utilities and Transportation Commission fined the company Monday
for a statewide 911 outage that began Dec. 27, 2018, and lasted 50
hours, according to a news release. CenturyLink, the state’s then-911
provider, failed to complete more than 13,000 calls.

Who gets to keep the fine? Unfortunately, in this case, the consumers
are probably out of luck, even though they should be getting their cut.
States vary, but in Ohio, if it's more than a 3 day outage, AT&T must
automatically refund the entire month of BLES. That happened to me
precisely once since 2015. For that I'm glad; I keep paying the land
line because it's stable, reliable service (including in power outages).

PUCO: "While the company is expected to repair service within 24 hours,
customers experiencing outages over 72 hours will receive credit for one
