I use Foobar2000 for playing mp3 files. Foobar has capability
to rip tracks from CD and convert the tracks to mp3 all in one step.
When I try that, Foobar complains it needs to find file LAME.exe.
On a Foobar2000 site I found an 'encoder pack' download to install
LAME.exe and other encoders all at once. The file is:
free_encoder_pack-2024-03-08-2024.exe

I now have that file in my downloads folder. When I double click it
a blue box comes on screen that says:

Windows protected your PC.
Microsoft Defender SmartScreen prevented an unrecognized app ...
it shows:free_encoder_pack-2024-03-08-2024.exe
it says: UNRECOGNIZED PUBLISHER

I tried a lot of snooping and tinkering in Windows SETTINGS pages
but I can't find anyway to over-ride the warning.

Someone please tell me how to over-ride this.

I've not used this before, but with a little bit of searching in
Search and a bit of browsing in Settings, I found the following:

Settings -> Privacy & Security -> Protection areas -> App & browser
control -> (opens new Windows Security applet at) App & browser control
-> Reputation-bases protection settings -> SmartScreen for Microsoft
Edge.

This has an on/off switch, so I assume you can turn it off, install
the encoder and then turn SmartScreen on again.

OTOH, I think you should be able to find the LAME encoder on other
sites.

Often you click on "more details," and then "run anyway," or something to
that effect.

Everytime that box has come up there's been a way around it for me, they
just hid it pretty well, behind a few clicks on some very small text.

In other cases, you right click on the file, choose properties, and check
the box next to "This file came from another computer and might be
blocked to help protect this computer." Check "Unblock." Apply or OK the
settings. Windows no longer treats it like it's extra-suspicious.

Have you tried adding an exclusion in Defender for the file?

Defender/Virus and Threat Protection/Manage Settings/Add Exclusions

That should give a basic LAME encoder (untested).

LAME is no longer patent-encumbered. It is possible
the encoder in Audacity, is built into the executable
of some versions. But you can still find an executable file
for the job, suited to (perhaps) an older software, as
a helper.
