For a long time, if I went into Device Manager to disable the laptop
camera, it would say I had to restart windows for the disable to be
effective.

Then a few years ago it stopped saying that and the icon for my camera
changed to disabled as soon as I right clicked and clicked on Disable .

Tonight it seems to have changed back. I have to restart windows to
disable.

Did I get this right? Is this a new change?

Now that the zoom meeting is over, it's hot and I want to get undressed
and I don't want any creep staring at me.

FTR, I never had to restart windows to enable the camera and that has
not changed.

This is an ability to operate Device Manager, from PowerShell.

Once you work out the identifier for the camera, the sequence
becomes easier.

There is no mention here of needing restarts, but it is possible
some service has put a "lock" on something you're doing. For example,
on some year, FrameServe was added to the path for no good reason.
I have yet to run into a comment such as "Thank Goodness for FrameServe",
such a thing hasn't happened. I could not tell you how FrameServe
is packaged, or if it even uses that name inside a SVCHOST.

You can use a single-hole punch to punch perfectly round dots out of
Scotch Magic Tape to cover the camera lens of your computer and
cellphone. Light can still pass through the lens so automatic screen
brightness control would still work, but the camera will see everything
blurry. Scotch Magic Tape is translucent and won't leave residue.

rather than disabling the driver in device manager, you can enable
none/all/individual apps to access the camera in settings/privacy&security

Is this a laptop? You don't have to leave it open while undressing.
