Is the sentence grammatical?

I would use 'including' instead of 'to include'. To me 'to include' sounds wrong.

It's fairly common in formal, maybe legalistic American English.

Or since the Embassy is already the subject of the sentence, "and
advises U.S. citizens to avoid..."?
