intellectual disability and/or psychiatric disability can perform, but
I'd be interested in knowing what it/they is/are.

I understand the move now. Some of those afflictions uniquely qualify
liberals for whatever those jobs will be. I mean “…severe intellectual
disability, psychiatric disability…”. Those jobs are made for liberals.
