The tagline in the header on each page simply displays a string value.

A default install will display lines from Unix fortunes, as long as fortunes and fortune files are installed on the server. If it is not installed, the line will simply be blank.

Also, the file in config dir named fortunes.conf will allow you to display lines from different fortune files per Section.

There are two other uses for the line:

1. Creating a text file in the config dir (default /etc/rslight) named motd.txt will override fortunes, and display the contents of that file.

2. If a logged in user has Mail, a notification will be display on that line.

Since this is just a text file, it would be simple to use external scripts to write the file to display as you wish.
