From my vantage point it appears to be online. Maybe it was just a
short-lived downtime courtesy of my budget VPS provider.

Yes, this seems to be the case. I've had this told to me before. What
can I do about it? How, as webmaster, might I make it Tor-friendly?

I just did a fresh install of Tor browser on my Linux Mint 21 OS. I was
able to browse to https://www.sec3.net without any issues.

Here is the circuit that Tor used:

I'm really not that familiar with Tor browser. I almost never use it.
But maybe you might try accessing sec3.net later in the day and it may
connect.
