I imagined a possible method for syncing the same groups with multiple
peers. Please let me know what could go wrong with this before I test.

Each scenario has four cases, 'a' through 'd'.

1. Create multiple sections and copy the groups to each section.
a. List all the sections in menu.conf with 1:1.
b. List one section in menu.conf with 1:1, the others with 0:0.
c. List one section in menu.conf with 1:1, omit the others.
d. Do not list any of the sections in menu.conf.

2. Create multiple sections which share some groups yet not all.
a. List all the sections in menu.conf with 1:1.
b. List one section in menu.conf with 1:1, the others with 0:0.
c. List one section in menu.conf with 1:1, omit the others.
d. Do not list any of the sections in menu.conf.

APL hackers do it in the quad.
