Players on injured reserve can only start practicing once the team notifies the league that their activation window is opened. This allows them to practice with the team for up to 3 weeks while still staying on injured reserve, so they don't take up a roster spot because they aren't yet active and able to play in a game. At the end of 21 days, the team has to either restore the player to the active roster (cutting someone else or putting them on IR), or put them on injured reserve list for the rest of the season. Since the Chargers only have 3 games left, this doesn't necessarily mean Bosa will play, but it allows him to practice and be evaluated.

Great explanation. I would just amend it to explicitly note that the
team can activate the player anytime within the 21-day window. If they
reach the end of the window, they have to make a decision, as you say.

I think Bosa might play a little bit in the last game just to try to
maintain his perceived value.
