"How do you get into a bowl in the first place?"
Quick version: six wins and you're in
Slightly longer version: there are some exceptions:
1. Teams that play 13 regular season games need 7 wins - this year, only New Mexico State and Hawaii played 13
2. Teams that play two FCS teams and beat both of them can only count one - the only team this year that did this is Army
3. James Madison, Jacksonville State, and Sam Houston are in the second year of their FCS-to-FBS transitions, so they are not "automatically" bowl eligible with six wins, but can become bowl eligible - see below

"What happens if there aren't 82 bowl eligible teams?"
Then teams are added in this order:
1. Any 6-7 team (there won't be any)
2. James Madison and Jacksonville State, since they both have at least six wins
3. Enough 5-7 teams (or a 6-6 Army, which it can get to if it beats Navy) to fill the remaining spots, in order of their four-year football Academic Progress Rate (APR), with ties broken by one-year football APR
