Based on how it has been done in the past, here is when the bowl announcements will be made:

12:25 or so - Rose, Sugar
2:30 or so - Fiesta, Cotton, Peach, Orange
after that - Gronk...oh, and at least 33 of the remaining 34. The fact that none of Minnesota's official social media sites have commented about being bowl eligible yet makes me think that the school thinks that Army needs to beat Navy. My guess is, since the Quick Lane bowl is the last Big Ten-contracted bowl to get to choose, it will hold out until it knows if the 82nd team is Minnesota or Navy.

The only reason I don't think that the NCAA is going to announce a repeat of the "Frisco Classic" from 2021 right away is, if Army beats Navy, it won't be needed. On the other hand, what happens if there is a 42nd game announced, between Minnesota and Mississippi State (the next 5-7 team in the APR order, IIRC), only for Mississippi State to announce, "Er, we stopped practicing after 11/25, and who knows where half of our players are now"? (Oh, wait, I almost forgot, it's an SEC school - if it can't dig up 85 players at a moment's notice, it should be kicked out of the conference.)

Yeah, I've been searching all over to see if there is any info on this issue, and your read of the rule book seems to be the most definitive one. Although several sites have congratulated Minnesota and say Navy won't get picked because the bowls have already been picked, it seems as though Navy should indeed be granted that spot if they win. Which means one of the bowls is probably going to have to go with Minnesota/Navy as their final option.

My feeling as well. However, if the NCAA does want to go with the 42nd game, but only if Navy beats Army, the next three 5-7 teams in APR order are Mississippi State, South Carolina, and Florida.
The last time there was an added game, it was because there were more bowl eligible teams than bowls, so they already knew the teams involved. It would be a little harder this time, as if you add another game and then Army ends up winning (and, according to ESPN, Army is expected to win), then you need two 5-7 teams, and if none of Mississippi State, South Carolina, and Florida are ready, it ends up being an Army-Navy rematch. (Oh, who am I kidding - these are SEC schools; at least one would grab 85 walk-ons if necessary to play in a short-notice bowl game.)

Pretty much every source I have seen that mentions Minnesota seems to think that all of the bowls are mandated to announce their teams on 12/3 for some reason. I have never heard of this requirement.
