No, not the annual end-of-season conference comparison; that won't happen until Friday or Saturday.
I'm talking about the announced Division I proposals for the NCAA Convention that are limited to football and men's basketball. (Does anybody here really care that the number of "Stunt" scholarships can go up from 9 to 14, or that they want to get rid of the Student Records Review Committee?)

1. Football: a school is allowed 70 official visits, but can no longer carry six unused visits to the next year, nor does it get any additional visits if the head coach leaves after already using 75% of the school's official visits for the year.

2. FBS Football: A school cannot photograph, or arrange for a photograph of, a recruit on an unofficial visit.

3, Men's Basketball:
Recruiting/evaluation visits are no longer allowed at schools during May. Only "certified nonscholastic events" may be attended in May; other than those, recruiting contacts are allowed only on the college campus.

4. Men's Basketball: contact with recruits is allowed during the time of day while classes are in session.

5. Basketball: approved June recruiting events no longer need to take place at a college, high school, or middle school, as long as they are not at a Division I college.

6. All sports: an athlete serving a suspension that prevents the athlete from participating in a championship game or event is still allowed to receive a ring or other award for the team's participation in that event or winning that championship.

The Big One - NIL
Here is the quick version:
Athletes may receive compensation for NIL.
NIL requirements:
1. Work must actually be performed (although "work" can include something as simple as "pose for a publicity photo that we can use")
2. There cannot be any sort of requirement that the athlete attends a particular university, nor that the athlete plays or remains a psrticular sport (e.g. there cannot be a "you lose NIL if you drop out of a bowl game/the NIT" restriction of any sort).
Athletes may hire agents/agencies for handling NIL deals.
(It is not clear if all such agents must register with the NCAA.)
All NIL activities in excess of $600 to a particular party, or any combination of parties that are "substantially the same", must be disclosed by the athlete to the school within 30 days of the agreement; an athlete that does not do so is considered ineligible from the 31st day until the disclosure.
(You know as well as I do that this only really means anything if it is discovered after the fact and the ineligibility period happens to fall during the NCAA tournament, in which case, the team's appearance is erased from the records, including but not limited to breaking any "consecutive tournament appearance" streaks. No, you did NOT see Kansas play in the 2018 tournament for its 29th consecutive appearance; you saw Vacated University.)
Disclosure must include the names of all individuals involved, all terms of the agreement, any agents involved, and a confirmation that the athlete understands that no enrollment or athletic participation requirement is involved.
All disclosures must be reported to the NCAA, which will make them public.
A recruit must disclose any existing NIL deals to a school before the school can offer a scholarship.
