Here are the new bylaws approved at the NCAA Convention so far that affect football, besides the new NCAA-wide "standard" NIL regulations mentioned earlier:

Starting 4/1, a school is now allowed 70 official visits in football per year, but unused ones can no longer be carried over to the following year,
and a school will not get any extra if its head coach leaves, sorry Alabama..

A school cannot take a picture, or arrange for a picture to be taken, of a recruit on an unofficial visit.

The names of individuals found guilty of violations will be specified in public infractions reports (as opposed to "the head coach" or "student-athlete #2"),
although a school president's name can be left out in cases of "lack of institutional control," but we all know who it is.

A recruiting or other penalty can be included if a school hires a coach with a show-cause order.

A coach who is suspended may not be involved in any athletics activities, as opposed to the current "cannot attend games."

Penalties against boosters can include banning them from purchasing season tickets, attending home games, and donating money to the athletics program.

In addition, these proposals were introduced, and can be voted on as early as June:

The "usual $5000 penalty" will now be anywhere from $25,000 to $50,000, plus up to 10% of the involved sport's budget. Note that the penalty is still against the entire athletic department, and not the sport, so half of that money had better come out of the budget for women's sports.

Testing positive for cannabis will no longer be a violation. (This can be restricted to certain sports, if it is found that cannabis enhances ability in that sport, the way that testing positive for alcohol is still a violation in rifle shooting.
Insert jokes about "drunks with guns" here, but seriously, a small amount can steady your hands, which is important when the target you are aiming at with an air rifle is about the size of a lowercase letter o.)
