Birmingham City Council is set to vote on a wave of cuts to local
services and a 21% rise in its rate of council tax.
Ministers granted the council permission to raise council tax by 10% in
each of the next two years, a jump normally requiring a local referendum.
The largest local authority in Europe declared itself effectively
bankrupt last year and is now trying to make £300m worth of savings.
