I need a new tyre (you write tire), and can get a
cheap folding type (23 mm). Are there arguments
against this type of tyre? I have used them in the
past and remember they are a pain to get on first
time but OK after that.

No general rule and no general advantages/disadvantages
except that within a brand the folding models are lighter.

But there are very nice wire bead tires and really poor
folding models. So this depends on your application, your
expectations, your budget and the particular choices
available to you.
