Stretch an elastic band and it will heat up. Allow it to dissipate this
heat, then allow it to relax and it will cool down below ambient.
Easiest way to feel this is on your philtrum.

I claim prior art from my schooldays.

I remember speculation about rubber-band air conditioners, ditto
school days. It's still not a bad idea, if some efficient elastomer
could be invented.
