The first name for the day is that used by the Council of Europe for the
first time in 2007; the second was used (for the same day) by the US and
Canada, one year later.

Why 28 January? The Council of Europe's "Convention for the Protection
of Individuals with Regard to Automatic Processing of Personal Data"
(Convention 108) was signed on 28 January, ... 1981!
Yes, they "showed great prescience", as Crystal says.
